Request for Proposals: Comprehensive Review of Staff Salaries and Allowance

The East, Central, and Southern Africa Health Community (ECSA-HC) invites qualified consultants to submit proposals for a comprehensive review of staff salaries and allowances. This review will benchmark ECSA-HC’s salary structure against similar organizations, assess equity and competitiveness, and propose actionable recommendations to enhance fiscal sustainability and market alignment.

Objective of the Consultancy
The consultancy aims to ensure that ECSA-HC’s compensation packages are competitive, fair, and aligned with organizational goals. The consultant will also evaluate allowances, compliance with labor laws, and financial implications of any proposed adjustments.

Who Should Apply
Qualified consultants with over 15 years of experience in salary reviews, relevant academic qualifications, and expertise in human resources and organizational development are encouraged to apply.

Key Deliverables

  • Inception Report
  • Draft Report with findings and recommendations
  • Final Report with an implementation roadmap and financial impact analysis

Submission Details
Proposals must include:

  • A technical proposal outlining understanding, methodology, and relevant experience.
  • A financial proposal with a detailed budget.
