Dr. Ntuli Angyelile Kapologwe is the Director General of the East, Central and Southern Africa Health Community (ECSA-HC), a regional intergovernmental organization composed of nine member states committed to advancing health development across the region. With over two decades of experience in health systems management, policy, financing, and public health, Dr. Kapologwe is a highly accomplished leader and health strategist.
He holds a Medical Doctor (MD) degree from the University of Dar es Salaam, a Master of Public Health (MPH) from Tumaini University, and a PhD in Public Health from the University of Dodoma. His international credentials include an MBA in International Health Management from the Swiss Tropical and Public Health Institute (Swiss TPH), a Postgraduate Diploma in Strategic Leadership from Aalto University (Finland) and the Uongozi Institute (Tanzania), and a certificate in Public Health Leadership from the University of Washington (USA).
Before his appointment to ECSA-HC, Dr. Kapologwe served in various senior leadership roles in Tanzania’s health sector, including Director of Preventive Health Services at the Ministry of Health and Director of Health, Social Welfare, and Nutrition Services at the President’s Office – Regional Administration and Local Government (PO-RALG). His achievements include leading national reforms in primary healthcare, pioneering the nationally scaled m-mama emergency transport program, and coordinating Tanzania’s COVID-19 and Marburg virus response efforts.
Dr. Kapologwe represents ECSA-HC and the region in global health diplomacy, contributing to high-level engagements at the World Health Assembly (WHA), United Nations General Assembly (UNGA), African Union, and SADC. He has authored over 140 peer-reviewed journal articles and co-edited two influential books on primary healthcare. His commitment to health equity and system strengthening has earned him wide recognition, including the establishment of the Ntuli A. Kapologwe Primary Health Care Award and being named among the 100 Tanzanian Change Makers by Serengeti Bytes Magazine.
At the helm of ECSA-HC, Dr. Kapologwe provides strategic leadership for regional collaboration and innovation in health. He continues to advance the organization’s mission of strengthening health systems, promoting evidence-based policies, and enhancing regional integration to improve health outcomes in the 9 member states: Kenya, Lesotho, Malawi, Mauritius, Eswatini, Tanzania, Uganda, Zambia, and Zimbabwe.
