Dr. Ntuli Angelique Kapologwe is the Director General of the East, Central and Southern Africa Health Community (ECSA-HC), a regional intergovernmental organization composed of nine member states committed to advancing health development across the region. With over two decades of experience in health systems management, policy, financing, and public health, Dr. Kapologwe is a highly accomplished leader and health strategist.
He holds a Medical Doctor (MD) degree from the University of Dar es Salaam, a Master of Public Health (MPH) from Tumaini University, and a Doctor of Philosophy (PhD) in Public Health from the University of Dodoma. He also holds an MBA in International Health Management from the Swiss Tropical and Public Health Institute (Swiss TPH), and advanced leadership certifications from Aalto University (Finland), Uongozi Institute (Tanzania), and the University of Washington (USA).
Before joining ECSA-HC, Dr. Kapologwe served in numerous high-level technical and policy positions within Tanzania’s health sector, including Director of Preventive Health Services, Director of Health and Nutrition Services at the President’s Office (PO-RALG), and Regional Medical Officer. He has played a key role in shaping and implementing national strategies such as the Primary Health Care Development Roadmap and the m-mama emergency transport referral system.
At the regional level, Dr. Kapologwe has been instrumental in advancing public health security, including leading responses to disease outbreaks and contributing to the development of the National Action Plan for Health Security (NAPHS). He has actively engaged in global forums such as the World Health Assembly, UNGA, SADC, EAC, and the Intergovernmental Negotiation Body for the Pandemic Treaty.
Dr. Kapologwe is also a respected academic and thought leader, having authored over 140 peer-reviewed articles and co-edited two influential books on primary health care. His impact has been recognized nationally and internationally — notably through the establishment of the Ntuli A. Kapologwe Primary Health Care Award and being named one of the 100 Tanzanian Change Makers by Serengeti Bytes Magazine.
Under his leadership, ECSA-HC continues to play a vital role in driving regional health policy, innovation, and integration — strengthening health systems to achieve sustainable health outcomes for the people of East, Central and Southern Africa.
